Russell Holmes is a proven leader who is sensitive to the needs of the residents and community. Born in Charlotte, Michigan, he moved to St. Cloud, Florida in 1979 at the age of 11. While attending St. Cloud High School, Russell met his future wife, Michelle. They married in 1990 and celebrated their 20th anniversary this year. Russell and Michelle have two children, Jessica – 17 and Christopher – 19.

Military service runs in the family. Russell’s great uncle served in the U.S. Army during WWI. His father, Bernard Holmes, served during WWII in the U.S. Navy and was witness to the atom bomb testing on the Bikini and Martial Islands. Daniel Holmes, Russell’s brother, served in the U.S. Navy during Vietnam.
Russell joined the U.S. Navy in February of 1988 and served for over 9 years. He served during the Yugoslavian Civil War in the Adriatic Sea and during multiple Gulf War campaigns in the Persian Gulf, Red Sea, and Mediterranean Sea. Russell was highly decorated for his efforts and obtained the distinction of becoming Enlisted Surface Warfare Specialist qualified. Russell served his first tour stationed at the Naval Academy in Annapolis, MD and reenlisted to serve onboard the Aegis Cruiser, USS Gettysburg based out of Mayport, Florida, where he advanced to Electronics Technician Second Class and served as the Supervisor of the Radar Lab.
Russell earned his Associates degree from Valencia Community College. Always putting forward his best effort, he was able to maintain a 4.0 GPA and was on the President’s List throughout his time at VCC. He is now attending Kaplan University earning his Bachelor’s degree in Information Technologies.
Russell honed his leadership skills while serving in the U.S. Navy. He knows how to listen, research, and make decisions. Russell also held the position of Webmaster and performed duties to broadcast all City Meetings “Live” for the City of St. Cloud, FL. During this time, Russell gained a better understanding of the importance of communication. He also gained experience in the inner workings of the City and the various board and committees duties and responsibilities. While broadcasting all meeting from Council Meeting and Workshops to Code Enforcement and Planning Boards, Russell found a greater appreciation for those in the community that volunteer for the various boards and committees and for the City Council that works with the community, businesses, and other governments to ensure the residents of St. Cloud are not forgotten. Russell now works for the School District of Osceola County, Florida as a Senior Programmer and also serves as the District Webmaster.

Currently volunteering to serve on the St. Cloud Code Enforcement Board, Russell is gaining more experience about the City of St. Cloud Government. Russell has volunteered at events for the St. Cloud Chamber of Commerce and numerous events for the Veteran’s. The Osceola Council on Aging has many worthy events each year including but not limited to Senior Santa, and March for Meals.
